Former Public Works Secretary Manuel Bonoan disclosed that the Department of Public Works and Highways (DPWH) has uncovered 15 “non-existent” projects during its internal validation.
Speaking after the agency’s turnover ceremony in Manila, Bonoan said that out of more than 1,600 verified public works undertakings, 15 sites were found to have no actual projects. He noted that validation across other locations remains in progress. “From July 2022 to May 2025, we reported nearly 9,855 completed projects to the president, many already validated. Among those checked, 15 turned out to be non-existent. These are not yet labeled as ‘ghost’ projects since further review is ongoing,” he clarified.
Bonoan added that all findings will be handed over to newly appointed DPWH Secretary Vince Dizon. He mentioned that 160 more project locations are still under review, including two already flagged in Bulacan during an internal audit.
" Dizon, assuming leadership a day earlier, announced a 60-day deadline for a sweeping reorganization aimed at cleansing the agency of corruption and restoring public trust. “We are giving ourselves 60 days to reorganize and build a structure ready to face challenges. It will be difficult, but it is necessary,” he told reporters.”
Bonoan, reflecting on his tenure, said his conscience is clear after over four decades in government service. Dizon, meanwhile, admitted he initially hesitated to accept the post, citing his short stint at the Department of Transportation, but agreed to serve upon President Marcos’ directive.
